Charles
R. Garcia
With over 40 years of experience in Test and Evaluation, Charles R. Garcia has held various federal and private industry level positions in instrumentation development, test planning, test support and execution. In December 2006, Mr. Garcia was appointed President and CEO of NewTec.
Mr. Garcia served as the Director of Engineering for Mission and Ranges in the Applied Technology Division of Computer Sciences Corporation, where he also served on the NewTec Board of Directors.
He was Executive Director of the White Sands Test Center (WSMR), Acting Director of Test and Technology at the Development Test Command (WSMR); Chief of Range Support (Office of the Secretary of Defense); Director of the Material Test Directorate (WSMR); Director of the National Range Development Directorate (WSMR); and has held various Division Chief positions at WSMR including Space and Missile Defense, Space Operations and White Sands Operations.
He is the founder, past president and current member of the WSMR Chapter of the International Test and Evaluation Association. Mr. Garcia is also the past chair and current board member of the El Paso Chapter of the Society for Mexican American Engineers and Scientists (MAES), an organization which promotes technical education for minority children and foster opportunities for Hispanics in technical fields.
A past recipient of two Department of Army Superior Civilian Service awards and the Commander’s Award for Civilian Service, Mr. Garcia was honored as the recipient of the Paso Del Norte Technology Hall of Fame award for his contributions to technology in the greater El Paso region. Most recently, he was presented with the MAES “Excelencia Award 2009”, which recognizes distinguished individuals in the Hispanic community and their contributions to business management.
He holds a Bachelor of Science in Electrical Engineering and Master of Science in Industrial Engineering from the University of Texas at El Paso. |
